The birth of a Filipino citizen abroad must immediately be reported to the Philippine Embassy through the application of the Report of Birth (ROB). Applications for ROB made only a year after birth of the child shall require the submission of an Affidavit of Delayed Registration (download pdf fillable form).
The ROB will be forwarded to the Department of Foreign Affairs every end of the month for onward transmittal to the Philippine Statistics Authority (PSA). The transmittal of the ROB will be indicated in the parents’ copy of the ROB, for their reference.
Please note the rule that only information obtaining at the time of birth shall be recorded in the birth certificate, and not the information prevailing at the time of registration“, as per Manual of Instructions of R.A. 9048. In view of this rule, parents who are already married at the time of registration, but whose child was born before their marriage cannot register their child as legitimate. Therefore, parents applying for ROB of their children born before these parents were married (e.g. child was born on 15 February 1995 and parents of said child got married only on 15 March 1995) shall submit the requirements required. For Children whose Parents are not Married, but are acknowledged by the Father (please see below).

AMENDMENT OF THE REPORT OF BIRTH (for purposes of acknowledgment by the father or legitimation of child)
A Report of Birth of a child can be amended for the following reasons: for children legitimated by subsequent marriage of parents; or for illegitimate children who were subsequently acknowledged by the father
Basic Requirements
• Personal appearance of affiant/s
• Four (4) copies of affiant/s’ Philippine Passport, or any Philippine government-issued identification card (driver's license, professional license, SSS ID, Pag-Ibig ID, POEA ID)
• Original and 3 copies of Report of Birth of Child

Additional Requirements:
For children legitimated by subsequent marriage of parents
• Original and three photocopies of Authenticated Marriage Certificate, in cases where parents’ marriage was solemnized in RP or Marriage Contract, in cases where parents’ marriage was solemnized at the Embassy or Report of Marriage in cases where parents’ marriage was solemnized outside of Embassy premises
